2008 - Republican Ideal
The second philathelic issue in honor to Portugal 2010
Republican ideas in Portugal centred predominantly on a project for new citizenship, were profoundly influenced by the major shifts of the early 20th century: the redefinition of national symbols against a climate of nationalist mobilisation, the building of a lay state, the strengthening of parliamentary government and greater participation and political and social rights were all major components of the political programmes of the founders of the 1st Republic.
The republicans were also involved in the all-embracing cultural magma of ideals of modernisation of the Portuguese society, which, as the 19th century drew to a close, was remarkably backward: poor, incipient industrialisation, rampant illiteracy and a predominantly agricultural population.
With the coming of the Republic in 1910, many of these ideals would not however become reality or even be given legislative status for some decades; such was the case of political participation - universal suffrage did not become a reality until 25th April 1974, in stark contrast to lay state measures such as compulsory civil registry, which was implemented in 1911. The “right to public welfare” and other social rights enshrined in the Constitution had extremely limited implementation, in particular in the areas of education and public health, the great principles espoused by the era’s political elite.
If the republican nature of many Portuguese symbols and political institutions survived the 16 years of the 1st Republic, the great projects for modernising Portuguese society saw a very different implementation from that originally imagined at the dawning of the 20th century.
