Article 1 - Category, Organization, Venue, Date and Aims
1.1 PORTUGAL 2010 is a World Philatelic Exhibition which is being organized by Portuguese Philatelic Federation and CTT - Portuguese Post Office.
1.2 PORTUGAL 2010 will be held in Lisbon at the Hall 1 of the Associação Industrial Portuguesa in Parque das Nações.
1.3 PORTUGAL 2010 will open on Friday, 1 of October and close on Sunday, 10 October 2010, year when we are celebrating the 100 years of the implantation of the Republic in Portugal.
Article 2 - Patronage and Regulations
2.1 PORTUGAL 2010 was officially granted patronage by the Fédération Internationale de Philatélie (F.I.P.), granted in 69th FIP Congress in Malaga and patronage by the Federation of European Philatelic Associations (FEPA), granted in FEPA Congress of Brussels.
2.2 PORTUGAL 2010 will be governed by the following regulations:
- The General Regulations of the F.I.P. for Exhibitions (GREX);
- The General Regulations of the F.I.P. for the Evaluation of Competitive Exhibits at F.I.P Exhibitions (GREV);
- The Special F.I.P. Regulations for the Evaluation of Competitive Exhibits at F.I.P. Exhibitions (SREVs);
- The Supplementary Rules for the Philatelic Literature and Youth Class at FIP Exhibitions;
- Guide Lines for Open Class and OFE Class (with experimental character);
- FEPA principles for patronage;
- These Special Regulations for PORTUGAL 2010 (IREX).
Article 3 - Participation
3.1 The Regulations governing the conditions of participation of exhibitors are stated in Articles 9 to 19 of the GREX.
3.2 The Participation in the Non-Competitive Classes will be only by invitation of the Organizing Committee.
3.3 In the Competitive Classes, are allowed to participate at Portugal 2010, all the philatelists of the philatelic Federations members of FIP, whose exhibits fulfil the established requirements of the GREX.
3.4 All correspondence between the exhibitors of a country and the Organizing Committee, must be routed through the National Commissioner.
Article 4 - Exhibition Classes
4.1 The classification of the Exhibition Classes is stated in Article 5 of the GREX.
4.2 The exhibits at Portugal 2010, should fit in the following Competitive Classes:

a) Philatelic brochures, monographs and research articles, (issued after January 1, 2005).
b) Philatelic Journals, magazines and articles (issued after January 1 , 2008)
c) Catalogues (issued after January 1, 2008)
d) Audiovisual and computer formatted philatelic programs, Web pages included.
B.9 - Youth Philately a) aged up to 13 years (if approved in FIP Bucharest Congress in 2008)
b) aged 13 to 15 years
c) aged 16 to 18 years
d) aged 19 to 21 years (ages as on January 1st, 2010)
B.10 - Revenue

Article 5 - Size and Allotment of Frames
5.1 Approximately 3000 frames will be available for display at Portugal 2010.
5.2 The frames will have the following display dimensions: width 100 cm and height 127 cm, with a capacity for 16 album sheets in four rows of four (4x4) album sheets of a maximum size of approximately 23x29,7 cm, DIN A4.
5.3 For entries in the Non-Competitive Classes the allocation of frames, will be at the discretion of the Organizing Committee with agreement of the exhibitors of these Classes.
5.4 Exhibitors in the Competitive Classes (Group B) will be allotted the following maximum number of frames:
Class B.1
8 frames
Classes B. 2 to B. 7. B. 10 and B.11
8 frames to exhibits that have previously awarded a minimum of a Large Vermeil at a F.I.P. Exhibition and Continental recognized Exhibitions, on the last ten years.
5 frames to all other exhibits including new entries
Class B.9
a) 1 to 3 frames
b) 2 to 4 frames
c) 3 to 5 frames
d) 4 to 5 frames
Class B. 12
3-5 frames
Class B. 14

5.5 Literature exhibits will be displayed in a special area of the exhibition and access to exhibits will be provided to visitors.
Article 6 - Awards
6.1 In accordance with the Articles 8, 42, 43 and 44, of the GREX, the Jury will award the following:

• National Grand Prix

6.2 All medals will be awarded with an appropriate certificate.
6.3 None entry receive more than one special prize in addition to the medal awarded.
Article 7 - Application and Acceptance
7.1 The Regulations governing the conditions of application and acceptance are stated in Articles 9 to 18 of the GREX. Youth will not pay any fee.
7.2 Every exhibitor wishing participate at PORTUGAL 2010, should complete the Entry Form and submit it to the Commissioner appointed by the respective National Federation. It can be accepted up to two exhibits (other than Philatelic Literature) per exhibitor. A separate entry form must be completed for each exhibit.
7.3 The Entry Forms, submitted via National Commissioners, must be received by the Organizing Committee at the latest by May, 30th, 2009.
7.4 Notification of acceptance or not decided by the Organizing Committee, together with the number of frames allocated to exhibitors, will be sent to the National Commissioners in their own countries by 30 September 2009.
7.5 The list with the final inscriptions, signed by the Commissioner, must be sent by this, together with the participation fee and a photocopy of the introductory statement in one of the F.I.P. languages, showing the concept of the exhibit, by 30 October 2009, at the latest.
7.6 Every exhibit will be listed in the Exhibition Catalogue under its given title as stated in the Final Entry Form, being possible to include a short description of the exhibit.
7.7 An exhibitor may enter his exhibit under a pseudonym. The Organizing Committee and the Jury Presidium must be notified of the true identity of the exhibitor.
Article 8 - Participation Fees
8.1 The participation fee per frame will be Euros 30.00. No frame charge will be made in the Non-Competitive Classes.
8.2 The participation fee for the Literature (Class 8) will be Euros 30.00 per frame.
8.3 Free of charge for Youth philately (Class 9)
8.4 For the Championship Class the fees are 30.00 euros per frame, plus an additional fee of CHF 100.00 per frame. This additional fee has been adopted by FIP in Seoul Congress of 1994 and will be charged at all FIP World Exhibitions with granted patronage. The Organising Committee is bound to pass this additional fee on to FIP and is absolutely not allowed to use it for its own purpose or to keep it.
Article 9 - Jury
9.1 The Regulations governing the judging of exhibits and the stipulations for the Jury are stated in Articles 31 to 46 of the GREX.
9.2 The decisions of the Jury will be final.
9.3 According the GREX 46.1 a panel of experts approved by the FIP Consultant shall examine at least 1% of exhibits and all exhibits in the Championship Class for fakes, forgeries and other contravention. They shall also inspect such other exhibits as are reported by the jury teams to contain possible faked or forged material. They shall submit their report to the Jury Presidium. 9.4 The Organising Committee took the compromise to fulfil the stipulated in the article 46 of the Grex, concerning the attributions of Expert Team.
Article 10 - Handling of Exhibits
10.1 Exhibits (other than Literature) arriving by mail must reach the Organizing Committee between 10 and 18 of September.
10.2 Exhibits (other than Literature) delivered personally or by the National Commissioner, must reach the Organizing Committee between 29 and 30 September.
The Organising Committee will have the competence to inform the Commissioners about the date of their arrival. This will be done according the quantity of exhibits brought by each Commissioner.
10.3 Exhibits in Literature Class must be sent in duplicate and must reach the Organizing Committee by 1 of August 2010, at the latest. These exhibits will not be returned.

10.4 Exhibits arriving later than the dates mentioned in 10.1, 10.2 and 10.3, will not be put into frames nor will they be judged. Frame fee payments are not refundable.
10.5 Organizing Committee will confirm receipt of an exhibit.
10.6 The exhibitors should send their exhibits in special envelopes, supplied by the Organizing Committee (one per each frame). Each sheet must be continuous numbered in the front at the lower left corner and placed in a transparent protective cover.
10.7 Additional material exceeding the allocated number of sheets will not be accepted by the Organizing Committee, and will accept no responsibility for any such material.
10.8 No exhibit may be removed before the end of the exhibition.
10.9 The exhibitor shall pay all costs of delivering of his exhibit.
10.10 Exhibits will be returned in accordance with Article 51 of the GREX.
10.11 All exhibits will be mount by the "Teams mounting2. It is not allowed to the Commissioners and exhibitors to mount the exhibits, however the Commissioners can be present during the fitting of the exhibits, if they wish.
Article 11 - Customs Regulations
11.1 Customs formalities will be as simplified as possible. The Commissioners will be informed about all details of the appropriate custom regulations, when the final list had been sent. However these regulations must be followed.
Article 12 - Security Measures
12.1 The Organizing Committee will take all necessary steps to ensure the safety and careful handling of the exhibits during the exhibition, its mounting and dismounting operations, but cannot accept any liability for loss or damage that may arise no matter how they might happen.
12.2 Exhibitors are required to adequately insure their exhibits at their own expense.
Article 13 - The responsibility of the Organizing Committee
13.1 The Organizing Committee of PORTUGAL 2010 reserves the right to make changes in these Special Regulations, in consultation with the F.I.P. Exhibition Consultant. Exhibitors will be informed of such alterations in good time, through the Commissioners.
13.2 The Organizing Committee reserves the right to decide on any question not covered by the F.I.P. Regulations or these Special Regulations, in consultation with the F.I.P. Exhibition Consultant. Their decision is binding.
Article 14 - Acceptance of the special regulations of PORTUGAL 2010
14.1 By signing the Entry Form the exhibitor accepts these regulations. In case of dispute the Portuguese text will prevail.
14.2 Any legal cases arising will be settled within the jurisdiction of the courts of Lisbon.
